💡 Hospitality Trends
2024 Tourism & Hospitality
Policy Breakdown
South Korea's government is rolling out a wave of 2024 tourism policies aimed at boosting domestic travel and hitting the 20-million-visitor target. Here's what hospitality operators need to know.
The Ministry of Economy and Finance's "2024 Economic Policy Direction" (announced Jan. 4) includes two annual "Travel Months" (February & June) to stimulate regional tourism — featuring lodging and transport discounts, similar to last year.
This year, 450,000 accommodation vouchers will be issued (up from previous years) and 150,000 workers will be supported under the paid-leave subsidy program. However, to drive regional tourism, voucher usage will be restricted to non-Seoul-metro areas.
To boost inbound tourism, visa fee waivers for group tours from China will be extended, and five countries — Vietnam, the Philippines, Indonesia, India, and Cambodia — will be added to the visa-exempt list.
Additionally, VAT refunds for lodging (currently limited to tourist hotels) will expand to include traditional hanok stays, water tourism hotels, medical tourism hotels, family hotels, boutique hotels, hostels, and condo resorts. Refunds will also apply when booking through OTAs or travel agencies.

The Ministry of Culture, Sports and Tourism has allocated ₩1.31 trillion in tourism budget for 2024, targeting 20 million inbound visitors and regional travel activation.
The "2023–2024 Visit Korea Year" campaign continues into 2024, including K-Tourism Mega Roadshows in 25 major global cities.
The ministry will develop K-culture tourism products (leveraging K-pop, K-dramas, etc.) and support sports tourism, wellness tourism, and MICE.
To stimulate regional stays, the government will launch a digital local-resident pass program and expand workation initiatives. It's also creating night tourism cities to boost extended stays.
Responding to experiential travel trends, the ministry will support temple stay programs and build accessible tourism infrastructure for underserved travelers.
